Carlos RV Silva Filho is an Attorney at Law specialized in Administrative and Economic Regulation. He has worked in the field of waste management since 1999. He is a the founding partner of S2F Partners. He is a member of the United Nations Secretary General’s Advisory Board on Zero Waste. He is a Senior Advisor of the COP31 High-level Champion, Carlos also serves as President of the Brazilian Institute of Solid Waste – Instituto PNRS and President of the Center of Excellence for Circular Economy and Climate Change for Latin America and the Caribbean – CECC/LAC. He is an Advisor to the Zero Waste Foundation and an Honorary Member and President of ISWA – The International Solid Waste Association (2020-2024). Carlos coordinated the Global Waste Management Outlook 2024 and the Brazilian National Solid Waste Plan – Planares 2022.

Carols is the author of the book “Solid Waste: what the law says”, “Solid Waste in the Context of Circular Economy” and “Solid Waste Framework in Brazil”, co-editor of the book “Effective Waste Management and Circular Economy”, several reports and many articles.
